Hawkins, California’s first black congressman, served in the House of Representatives for nearly thirty years, as Chairman of the Committee on House Administration for two terms and a member of the Committee on Education and Labor, the Joint Committee on Printing and the Joint Committee on the Library. He is perhaps best known for co-sponsoring, along with Senator Hubert Humphrey, the piece of legislation known as Humphrey-Hawkins.
