About the Role:
The Leadership Conference on Civil and Human Rights and The Leadership Conference Education Fund seek a Policy Counsel, Voting Rights to secure, protect, and expand voting rights policy broadly, but for constitutionally protected classes specifically. The policy counsel will also work to elevate the importance of voting as a critical civil rights issue for the nation. This position works in collaboration with interdepartmental disciplinary teams and with national coalition partners to formulate, coordinate and lead legislative and agency strategies to pursue transformative policy change to further civil rights. The Policy Counsel provides support for coalition taskforces and will work within the civil rights coalition priority issues framework. The primary focus of the position will be on issues related to voting rights. As such, the Counsel will be knowledgeable about a wide range of voting rights issues, to include access to the ballot and removal of discriminatory barriers. The Policy Counsel will also be responsible for responding to emerging voting rights priorities as identified by the Executive Vice President (EVP) of Government Affairs.
What You Will Do:
- Researches and drafts legal memoranda on federal bills and proposed administrative rules and regulations affecting voting rights
- Lobbies members of Congress, their staff and administration officials to support coalition positions on pending legislation and policy initiatives
- Coordinates legislative policy briefings for Congressional and Executive Branch staff
- Provides in-depth analysis of current federal voting rights issues and legislation
- Writes and/or edits position papers, public comments, and coalition advocacy letters
- Assists in the development of educational materials, including reports, policy statements, congressional testimony, and talking points to educate policymakers and the general public on coalition priority issues
- Works with the Voting Rights Program Director to convene and facilitate meetings of civil and human rights organizations to address timely public policy issues and to reach consensus positions
- Provides staff support for the Voting Rights Task Force and the task force chairpersons, to include convening and facilitating working groups of the Voting Rights Task Force
- Provides Hill strategy expertise to the Voting Rights team
- Serves as a liaison to consultants engaged in supporting the organization’s voting rights efforts
- This is a lobbying position. After hiring, the Counsel will need to register as a federal lobbyist.
What You Will Bring:
- JD degree
- Five (5) or more years of combined experience working on legislative and policy matters
- Five (5) or more years of experience working on voting rights issues
- Excellent verbal and written communications skills
- Demonstrated ability to analyze legislative and administrative policy
- Strong legal research and analytical skills, including drafting and analyzing legislative language
- Ability to work effectively independently and with a broad cross section of organizations, and internally across functional and operational departments
- An understanding of issues relating to law, public policy and the strategies and tools needed to achieve policy change using federal legislative, administrative, and regulatory processes
- A capacity to organize, lead and work with coalitions to achieve lobbying goals
- Commitment to civil and human rights issues
- Ability to prioritize among multiple projects
- Ability to work in fast-paced environment
- Hill and litigation experience are preferred

Salary Range – $90,615 – $100,023
Office Re-opening Statement
During the Covid-19 pandemic, staff may opt in to work from the office. Most staff have chosen the option to work remotely. Through an internal working group and staff input, we are assessing how and when we will return more fully to the office. We anticipate that staff will return to the office in some capacity later this year. For now, there is no requirement to work from the office through June 2022.
