The Data Disaggregation Action Network (D-DAN) works to advance and implement federal and state policies as they relate to disaggregation of health and health care data by race and ethnicity through the engagement and empowerment of communities. Through the creation of a state and national advocacy infrastructure to engage stakeholders, policymakers, and communities on the need for disaggregated data, D-DAN works to improve data quality and accessibility in order to achieve racial equity.

California

AltaMed Health Services Corporation

Image: AltaMed Health Services Corporation logoAltaMed is on a mission to eliminate disparities in health care access and outcomes by providing superior quality health and human services through an integrated delivery system for Latino, multi-ethnic and often-overlooked communities in Southern California.

Project overview: To increase the community’s knowledge on the importance of data and data disaggregation in the healthcare space, AltaMed will work in partnership with Latino Coalition for a Healthy California to identify, train and develop advocates for the community (promotores) in Los Angeles and Orange Counties; develop curriculum to deconstruct the topic of data disaggregation and highlight the importance of “equity” in the health space; and develop an advocacy toolkit for promotores to raise awareness around the census and data disaggregation and bring about policy change.

Asian Health Services

Image: Asian Health Services logoAsian Health Services, founded in 1974, provides health, social, and advocacy services for all regardless of income, insurance status, immigration status, language, or culture.

Project overview: In order to achieve full implementation of data disaggregation for AANHPI groups required by the passage of AB 1726, AHS will leverage relationships with state health agencies and policymakers, experience working to support disaggregation of COVID-19 data, and relationships within AANHPI communities to support full implementation of data disaggregation policies.

California Pan-Ethnic Health Network

Image: California Pan-Ethnic Health Network logoThe California Pan-Ethnic Health Network brings together and mobilizes communities of color to advocate for public policies that advance health equity and improve health outcomes in our communities.

Project overview: CPEHN will build upon an existing landscape assessment of data disaggregation in California by developing policy solutions to the gaps in demographic data collection and reporting among health plans in California, then engage and mobilize grassroots partners and state advocates to educate policymakers and advance concrete policy solutions to address these problems.

Southeast Asia Resource Action Center (SEARAC)

Image: Southeast Asia Resource Action Center (SEARAC) logoSEARAC is a national civil rights organization that builds power with diverse communities from Cambodia, Laos, and Vietnam to create a socially just and equitable society.

Project overview: In order to ensure appropriate implementation of Assembly Bill 1726, which mandates health data disaggregation for further AANHPI groups under the CA Department of Public Health, SEARAC will convene, strategize, and execute advocacy with stakeholders including state and local agencies, policymakers, statewide and community-based organizations, and data experts.

Maryland

Coalition for a Healthier Frederick County

Image: Coalition for a Healthier Frederick County logoThe Coalition for a Healthier Frederick County provides structure and accountability for passionate leaders and their organizations to collaborate towards a healthier community.

Project overview: The Coalition will engage in a two pronged approach to advocating for improved data disaggregation in Maryland state health reports: first, working with other local health improvement coalitions (LHICs) throughout the state to gather information; and second, working within the county with the local health improvement planning workgroups to generate specific stories and use cases.

Maryland Center on Economic Policy

Image: Maryland Center on Economic Policy logoThe Maryland Center on Economic Policy advances innovative policy ideas to foster broad prosperity and help our state be the standard-bearer for responsible public policy.

Project overview: MDCEP will produce a report recommending that the state’s legislative staff incorporate racial and ethnic equity analysis into its annual agency budget analyses, consulting with directly affected communities during the research process. Following publication, MDCEP will share the report with key stakeholders and decision-makers.

Michigan

Arab Community Center for Economic and Social Services (ACCESS)

Logo: Arab Community Center for Economic and Social Services (ACCESS)ACCESS strives to empower communities to improve their health and their economic, social and cultural well-being.

Project overview: Through this project, ACCESS will work in the state of Michigan to encourage MENA data collection and MENA data disaggregation across the state. Additionally, ACCESS will create a MENA dashboard for the state of Michigan to allow a better understanding of disparities that exist for MENA communities based on what data has already been collected.

 

 

The Dorothy A. Johnson Center for Philanthropy at Grand Valley State University

Project overview: The Johnson Center is leading a campaign to systematize data collection standards and transparency in Michigan, by fostering communication between state agencies and the nonprofits and foundations that use state data to better serve communities. Through data education and advocacy, we hope to put Michigan data disaggregated by race and ethnicity at the fingertips of community-based organizations. Perhaps more importantly, we also hope to foster a network where those organizations will be able to better communicate other disaggregation needs in the future, such as by SOGI, geography, and other characteristics.

New Mexico

Center for Health Innovation

Image: Center for Health Innovation logoNational Network of Public Health Institutes The Center for Health Innovation (CHI) is a nonprofit organization focusing on community health and is designated the New Mexico Public Health Institute by the . CHI’s mission is to work with communities to advance health and social justice through innovative and effective policies and programs.

Project overview: CHI will assess and document the degree to which NMDOH has implemented the Health Systems Information Act (HB18) through NMDOH dataset identification; identify systemic, organizational, and bureaucratic barriers to HB18’s implementation and compliance; partner with NMDOH and other governmental agencies or departments to identify solutions to these barriers; and encourage and support NMDOH’s efforts to comply with HB18 and assist with the implementation of solutions.

New York

Coalition for Asian American Children and Families

Image: Coalition for Asian American Children and Families logoCoalition for Asian American Children and Families (CACF) is the nation’s only pan-Asian children and families’ advocacy organization bringing together community-based organizations as well as youth and community allies to fight for equity for Asian Americans and Pacific Islanders (AAPIs).

Project overview: CACF’s focus will be supporting full implementation of recently passed policies requiring data disaggregation for AANHPI groups in New York. CACF will support implementation by building a diverse coalition of stakeholders in New York to advocate for the expansion of data disaggregation across different communities.

The Children’s Agenda

Image: The Children's Agenda logoThe Children’s Agenda advocates for effective policies and drives evidence-based solutions for the health, education and success of children, especially those who are most vulnerable because of poverty, racism, health inequities and trauma.

Project overview: The Children’s Agenda, together with Citizens’ Committee for Children of NYC and the Schuyler Center for Analysis & Advocacy, will seek to expand access to disaggregated data on child and youth services in New York state.

Hispanic Federation

Founded in 1990, HF seeks to empower and advance the Hispanic community, support Hispanic families, and strengthen Latino institutions through work in the areas of education, health, immigration, civic engagement, economic empowerment, & the environment.

Project overview: The Hispanic Federation will provide advocacy capacity building and technical assistance to support state network partners in working to advance data disaggregation practices across New York State, particularly for Hispanic/Latino communities.

New York Immigration Coalition

Image: New York Immigration Coalition logoThe New York Immigration Coalition (NYIC) is an umbrella policy & advocacy organization that represents over 200 immigrant and refugee rights groups throughout New York.

Project overview: The NYIC will hold three multilingual town halls annually with NYIC member organizations who represent Black and MENA immigrants throughout New York State to draw from community expertise to create tailored materials that address the concerns of the diverse Black and MENA immigrant populations in New York state and conduct data disaggregation training.

National

Arab American Institute Foundation (AAIF)

Image: Arab American Institute Foundation (AAIF) logoFor over twenty years, AAIF has engaged with the 3.7 million Arab Americans living in all 50 states to encourage their full participation in local, state, and national governance.

Project overview: Building upon its work to revise OMB standards prior to the 2020 Census, AAI will lead an advocacy campaign with its coalition partners to promote the adoption of a Middle Eastern/North African category through successful revision of OMB’s federal standards for race/ethnicity data collection. AAI also plans to work with its state partners in California, Maryland, Michigan, and New York to advance data disaggregation policy focused on MENA communities.

 

Asian Americans Advancing Justice (AAJC)

Project overview: AAJC’s work will focus on advancing federal data disaggregation policy for Asian American communities and expanding disaggregation to other groups (including MENA communities) through the adoption and implementation of revised OMB standards, as well as promoting disaggregation by additional characteristics including SOGI and disability status.

Empowering Pacific Islander Communities (EPIC)

Image: Empowering Pacific Islander Communities (EPIC) logoEPIC advances social justice by engaging Native Hawaiian & Pacific Islanders in culture-centered advocacy, leadership development, and research.

Project overview: EPIC’s work will focus on the full implementation of OMB’s Directive 15, which required the disaggregation of NHPI data from the larger “Asian” category, as well as updated OMB standards for race and ethnicity data collection for other groups. EPIC plans to reconvene and expand the coalition that created its 2014 Policy Blueprint, draft an updated Blueprint assessing the current federal NHPI data disaggregation policy and implementation landscape, and launch an advocacy campaign to develop a national framework and federal agency alignment on collection of disaggregated data for NHPI communities.

 

Mexican American Legal Defense and Educational Fund (MALDEF)

Our commitment is to protect and defend the rights of all Latinos living in the United States and the constitutional rights of all Americans.

Project overview: MALDEF’s work will center on advocacy to update OMB’s race and ethnicity standards, as well as research and development of a policy platform for data disaggregation of health, education, and criminal justice data for Latino communities. MALDEF’s approach will focus on stakeholder education through materials, workshops, and webinars, including a Latino data disaggregation summit.

 

National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund

Project overview: NALEO’s work will focus on the adoption and implementation of revised OMB standards and a combined race/ethnicity question on the census. NALEO’s approach will include administrative advocacy on OMB standards/combined census question, leveraging its existing relationships within the White House and with elected officials, a stakeholder education and mobilization campaign, and a communications campaign.

 

Whitman-Walker Institute

Image: Whitman-Walker Institute logoWhitman-Walker Institute is one of the country’s premiere organizations focused on advancing the health and wellbeing of people facing barriers to quality care, particularly LGBTQ people and people living with HIV, through the strategic integration of clinical expertise, research acumen, quality education and policy change.

Project overview: Whitman-Walker Institute’s work will focus on advocacy to advance data disaggregation by sexual orientation/gender identity (SOGI), race, ethnicity, and other foundational demographic data elements to allow for the identification of health disparities and social determinants of health. WWI’s approach will be to engage OMB and other federal agencies to raise awareness about the need for SOGI data collection and intersectional data disaggregation and to provide technical assistance to other national and state-level partners.
