Background:
In September 2023, the Center for Civil Rights and Technology (Center) was launched as a joint project of The Leadership Conference. The unprecedented initiative aims to create a fair, just, opportunity-rich, and rights-advancing future for all in the face of artificial intelligence (AI) and other technological advancements. The Center will serve as a convener, collaborator, and communicator on strategic policy development and public education on issues, ideas, and potential innovations that can advance, as well as protect, equity in society.
About the Role:
The Program Manager, Center for Civil Rights & Technology will help support the Center in advancing, protecting, and defending civil and human rights, advocating for a pro-civil rights agenda and pro-equity innovations in the technology space. This effort includes technology regulation and development, social media, telecommunications, and related areas, all aimed at producing better societal outcomes, particularly for traditionally marginalized communities served by The Leadership Conference. The ideal candidate will possess a combination of project management, policy advocacy, and civil rights experience.
The position will report to the Sr. Program Director, Center for Civil Rights & Technology and is part of the collective bargaining unit.
What You Will Do:
- Collaborates with Center staff and coalition partners to develop policy proposals and policy remedies to achieve the Center’s goals.
- Works with Center staff to plan and coordinate high-level meetings, convenings, and events featuring coalition members and other key voices in the technology policy ecosystem.
- Conducts and/or oversee research on policy issues and prepare reports, internal memos, briefings, and recommendations on issues intersecting with emerging technology policy including housing, economic justice, and workforce development.
- Writes and edits content in collaboration with Center staff for the program’s website, social media outlets, and outreach materials, including coalition advocacy letters, agency comments, and policy one pagers.
- Collaborates with staff across various departments, including Education; Voting Rights; Census; and Economic Justice to ensure all teams within The Leadership Conference are equipped to address the impact of AI and emerging technology on their issue area.
- Develops and coordinates virtual trainings for various stakeholders.
Additional Responsibilities of the Program Manager:
- Analyzes relevant policies on tech related issues, including issues related to AI, privacy, and broadband access.
- Provides effective technical support for coalition members and partners including providing information on tech related issues, overall messaging, and specific coalition activities.
- Coordinates with coalition partners and allies to inform and disseminate key strategic messages as well as identify gaps in existing messaging and resources.
- Coordinate sand plan strategic roundtables, briefings, and other events to advance programmatic goals.
- Develops work plans to assist in advancing the Media & Telecom Task Force, Civil Rights Table, and other key coalition engagement priorities.
This position will require occasional travel.
What You Will Bring:
- 3-4 years of experience in program management are required and in nonprofits is preferred.
- A commitment to civil and human rights and understanding how to apply a civil rights lens to proposed legislation and existing systems.
- Knowledge of media, AI, technology, and telecommunications and impact on communities, with demonstrated knowledge of the field.
- Proven ability to build and maintain relationships with diverse groups of stakeholders, including high-level policy makers, coalition members, colleagues, and local communities.
- Strong project management skills and demonstrated ability to carry through projects from conception to completion.
- A team player with experience and ability to problem solve, work with urgent deadlines, exercise discretion, and prioritize and manage multiple complex projects.
- Demonstrated curiosity and initiative, as well as attention to detail and accuracy.
- Previous advocacy experience is a plus.
- High-level competency with Microsoft Office.
- Experience working with social media and online communications platforms is a plus.
- Ability to work under pressure, meet urgent and shifting deadlines, and problem-solve when faced with challenges.
- Ability to remain calm and assist in coordinating outreach and response during moments of rapid response.
- Excellent interpersonal skills — must be able to work within a team.

Salary Range – $92,956 – $97,661, dependent on years of related experience

Telework Policy:
Staff may work from the office or remotely until March 1, 2025, which is when our updated telework policy will take effect. The policy will be implemented in three phases.
The first phase begins March 1, 2025; staff members will be required to work in-person from the office at least two days per month. The second phase begins September 2, 2025; staff members will be required to work in-person from the office at least one day per week. The final phase begins January 1, 2026; staff members will be required to work in-person from the office at least two days per week.
